European Tobacco Conference, Rome. Set of 3v to 55l in UM blocks of 4 with gutter margins above stamps. Odd tone spots on all blocks, light gum staining in margin of 20l and staining affecting 2 of the 55l stamps showing through on surface. However vertical marginal pair are unaffected.
